Can a dog have asthma or breathing problems? - what can i give my dog for asthma

I have a Beagle. We have seen the last two years, heavy with the breath. Not all the time, but above all, it sounds like a kind of whistling, as if someone has asthma. She has had allergy problems than we take in order to get allergy shots to worry about it. Asthma "was never a problem when it never asked the vet what it is. So the first question is whether a dog can suffer from asthma. Is there any treatment? Thanks
